 Rachel Kulis is an account executive with more than eight years of experience managing and implementing public involvement, community relations and public affairs programs. She divides her time between the Katz & Associates office in San Diego and working on-site at the San Diego County Water Authority. Her management skills enable her coordinate major communication and public involvement programs.

Working on-site at the San Diego County Water Authority, Rachel devotes her time to coordinating public outreach efforts for the Emergency Storage Project. In this capacity, she has conducted stakeholder interviews, prepared interview finding reports, written information materials, coordinated construction site tours and planned public hearings and special events.

In addition, Rachel is experienced at managing public participation programs aimed at meeting and exceeding NEPA and CEQA requirements. She has implemented the public involvement programs for the San Clemente Island Range Complex Environmental Impact Statement and the Point Mugu Sea Range Environmental Impact Statement. For those projects, she prepared PowerPoint presentations, presentation scripts, news releases, newsletters, fact sheets, public involvement plans and assessment reports.

Rachel has also managed various community advisory committees including a 33-member task force as part of the City of City of San Diego’s Metropolitan Wastewater Department Canyon Sewer Maintenance Public Involvement Program. The program entailed organizing public workshops, developing a Web site and writing press releases and project newsletters.

Prior to moving to San Diego, Rachel worked in the government relations office at CBS Inc. in Washington, DC.
